In my tests, if you can't fractal vampires or lock the quanta fairly early, this deflag-air has a good chance to win. Unless it has bad draw, air deck plays its hitters before you can fractal anything in which case you'll need fractal vampires to compensate the damage. Otherwise you lose. A dragon and a wyrm is enough to outdps your devourers.
So i'll partially agree with The_Mormegil. Devtal needs good draw to beat this. You either need vampires to heal or you need air to have a terrible draw.
