phase salvager is completely useless in its current form. Having to use other cards to buff it to make it useful doesn't leave much room for perms in a deck.

Seriously tho, I can see the gravy salvager being much more useful in aether duos. With the exception of SoP (which is banned in many pvp events), phase salvager is a dead card.
Somebody contested this but I think I agree. Forgetting about salvage's applications outside of mono-aether for a moment, if I was going to splash a duo element so that I could use Salvage, I probably still wouldn't use the Phase Salvager because I could do this:

The alternative is using twice as many cards, and probably a lot more quanta, to play Phase Salvager + a buff.
I fully appreciate that the Phase Salvager needs a serious buff to prevent overpowering the already much-despised mono-aether decks, but at it stands, the card is underpowered by the definition that another card is more-or-less plainly superior.
