And I must say, well-played, but...
As much as that was utterly Bad F***ing Ass, it's unfortunately kind of missing the point. I just played 3.5 hours of straight PVP2, and I saw exactly 1 Fractal deck. Maybe that's wierd, but I think it's pretty normal -- which is the point.

CAN use it on, but that doesn't mean it needs a card cost increase either.
Fractal + (phoenix, pest, frog, RoL) and CCYB are about the only decks I've seen in real PvP or T50, and even then not all that often. I won't hold my breath for the gemfinder fractal deck, BTW.... Given the number of possibilities you eloquently enumerated, there ought to be a whole lot more fractal decks if it were truly hopelessly broken with regard to card cost. As a matter of fact, you'll see more shrieker rush, life rush, speedbows, or fire-stall than all of these fractal decks combined (excluding CCYB or RoL/hope). Elements players are pretty clever, so if this fractal card was so exploitable, we would certainly see it being exploited as such.
During war, at least the , , , , , , and teams used fractal decks, so they seem to be more popular in this kind of PvP events.
This at least partially owes to the vault card limitations (and possibly to the large number of fractals Team Aether was handing away) and not due to the true popularity of the decks. I wonder if we've seen more graboid decks than fractal decks in the War--they are a convenient card since they are low cost and evolve easily with novas. But this doesn't mean they need a card cost increase either, in my opinion.
