Additional clarification of my comment -- "Allow" != "unrestricted"... please strongly consider allow but of course with some basic/gentle restrictions like paper indicates here.

You are only allowed to use 6 ups anyways. I would actually prefer allowing shards without any restrictions.

Adding them feels okay to me here - personally I'd be interested to see how dominant they are in a format as unrestricted as this one, particularly if there's a chance they'll be added to the next war.

And this coming from someone who dislikes shards.

My own opinion is that shards would be best with some penalty attached to prevent overuse.
