Yep. :electrum is the currency of WoE (though obviously there are likely to be commodities markets in addition).
But how do you get the  :electrum through WoE?

Your WoE :electrum is not related to your in-game :electrum - if you win or lose electrum in WoE, it won't affect your game account. Similarly, if you win or lose cards in WoE, you won't get those in your game account either.

IIRC, we are going about this assuming that most players will not buy cards they do not have in-game. But if somebody does buy a card in WoE that he/she doesn't have in-game, then it's up to that player to decide what to do from there.

You can't. Players are responsible for fielding decks they are able to play.

You could however sell it, trade it, or convert it using a skill to a different card. Or keep it for bragging rights/discard fodder. Or turn it in as part of a quest reward, or use it as part of the requirements for a skill.

If you fight a battle with a card from your WoE personal vault in your WoE deck, but that card is not actually in the real deck you use to fight that battle, then you have fielded an illegal deck the same as if you used a card in your real deck that you don't have in WoE.

This does advantage veterans, but since the rarest cards in Elements will also be relatively hard to get ahold of in WoE we don't see this as so much of a problem. Also, WoE is relatively slow-paced, meaning that it should be relatively easy to get ahold of cards you'll need to use for WoE even if you're an absolute newbie.

Starter decks won't have weapons; they'll only be available through crafting. You'll have to customise your decks within WoE by winning or trading for them. I guarantee you that you'll be able to grind out weapons faster than you can get ahold of them, provided you put some effort in.

The only thing which seriously advantages vets is the ability to use a certain number of upgrades/skill you have. I'm not certain on that myself, but we'll have to see how it works out in beta.

that's a little extreme....
Most players wouldn't look that far into it when they join. I'd say that the way the player behaves when signing up for WoE will be roughly similar to the way they did when they first chose an element when they started playing the game.
