USES: Ice Dragon is kinda mediocre for being a dragon. It is an excellent target for your nymph teared Black Nymph. It is also the ONLY airborne Water creature so far.
The upgraded version, Arctic Dragon instead, is one of the best dragons available, because of its attack/cost ratio, and losing that single HP in the process does worth it.

If you can manage it, Rage potion on Ice dragon would be really good, not so much on Artic Dragon cause of you know, the whole part about how it would kill it.

Good card for water decks (but who plays water decks? Sigh... :( ). Especially the upgraded one, because it can evade those nerve-wracking  :gravity shields. :P

Correct me if I'm wrong, but just an interesting trivia(l) fact:

This card is the creature card with the most drastic changes in attack stats after upgrading it.
When I looked at the unupped 9 damage, and then the upped 13 damage, I was like, holy LAWD! Phase Recluse does 3 more than Spider, and Elite Charger does 3 more than Charger, but I think this holds the record, with 4.

...
That was random. Anyways, this is actually one of the best dragons in the game. Like every one of them except Colossal.

Yeah, but for the risk, more damage. It still survives firestorm and lance.

But with 5 HP, Arctic Dragon can go through the Weight Shield with 13 ATK.
My idealized elements cycle:
Water -> Fire -> Air -> Earth -> Lightning -> Metal -> Light -> Darkness -> Wood -> Water
