I interpreted as:

General may have +15 ups come from SEC, (30 total before relics), unlimited with relics.
Lt may have +12 ups come from SEC, (24 total before relics), unlimited with relics.

Etc.

i suppose SEC is ambiguous like that

The only other interpretation that makes sense with the words is that if you gave a gen 2 ups with relics you could have +17 ups from the SEC, as %0% of the total ups in teh deck would have come from the SEC
