War #3 and #4, which included an Underworld team, had them in 1-3-3-3-3. War #5 rosters were displayed differently, but they have been 1-2-3-3-3 since War #6.

It is very common competition (in many aspects of life - electronic and real/physical) that the champion is the champ until dethroned.  Listing at the top is quite simply a manifestation of this principle.  I don't see what the issue is with doing it this way, save being obstinate for the sake of being obstinate...
