General tourney rules state that "Standalone Mark cards belong to their element and is treat as the same as a Pillar for the purposes of official organized PvP unless stated otherwise."

Mark cards - as it can be deduced from the banlist - count as cards of their respective elements, just as CuCN said.
About dimshield, people who find it OP can choose their starting elements to be able to go around it. Having PC in at least 1 of the 3 elements is helpful.
