Relics are supposedly useless (implied in their own description), but they actually have a very unique ability:
They give you the ability to sap your own quanta in a way that is not vulnerable to PC, which seems like it could be useful if put into the right deck. For example. it might make a good counter to Black Hole, or maybe one could prevent a Darkness deck from being dependent on yours; you could stall with that until you got some CC available, and you wouldn't lose any production during the time.

Has this been tried in any public way? Is it an even slightly good idea?

Denial doesn't want you to have quanta so relic only has you invest a card in doing your opponent's work. The healing is icing on the cake. It's a bad idea. You're better off over producing quanta or using sanctuary or running a mono life rush

Alas, no.

Relics are also a way of mono-water decks of getting rid of their floodings at any time.
Because lowering your quanta to EXACTLY 0 is not the easiest thing to do.

The problem in "preventive" quanta wasting to avoid giving it to blackhole / pests is the timing of quanta generation:

Your pillars / pendulums and creatures generate quanta at the end of your turn (after you wasted your previous quanta with your relic), which is then available for the opponent blackhole / pests in their turn

So effectively, a relic would make you deny yourself quanta so much more efficiently without hurting the enemy to take advantage of your quanta generation.

It's plausible against black hole denials if you run a nova or immolation rush deck. There's a slight chance you can beat darkmatter unupped like that if relic is the only rare you have then shoot, go for it.
