How exactly is it decided which deck you play against and how many games each arena deck gets per day? Is it completely random, based on rank, thumbs-up number, or what?

It is completely random.

It happens way too often, that you play out of 12 games in a league, 2 or 3 against the same enemy.
Also I thought, a deck with many thumbs up gets more games than one with none.

I'm starting to think this is definitely the case. I keep playing against decks with more wins than loses. Since there are more decks with more losses than wins, than the other way around, that means I'm mostly playing against a small pool of successful decks, instead of the masses of unsuccessful ones. I wish stuff like that was more transparent to the player.

Which arena are you facing against?

In bronze or silver, it's normal to see decks that have a few losses (or even a few more losses than wins) and is still in arena.

In gold or plat, however, any decks with more losses than wins are usually below the top 500.

That can probably be chalked up to cognitive bias. As to why games with more thumbs up get more plays, well more thumbs up usually mean a higher rating and higher ranking. The higher the ranking, the longer it stays "alive" in the arena, and thus will obviously get more plays. More thumbs up or a higher ranking correlates to a better built deck, also contributing to why it has more plays. In gold or plat, if an arena deck just loses a few games without winning one, it's quickly swept out of the top 500 and doesn't have any more chances.
