I searched a bit around the forums for a detailed explanation of the new features and of the Arena, but didn found a comprehensive one yet. can ya pls link it to me?
or if there's not, someone can gimme hints? thank.

I am with VegeForsaken.

After I played my three games against the False Gods with my pet, I looked at the Wiki, the FAQ, most of the threads in this forum section, the rules, the update announcement, and the general discussion forum, and I still have absolutely no idea what the Arena is, or if it is something I want to use.  What level is it comparable to?  How are the decks in it selected?  From the discussion, it seems that players are allowed to put decks into that section, much as in the Top50 it seems to replace.  Is this the case?  How does one do it?  There is a hint that one can gain rewards for having a deck as the AI opponent in the arena, but no indication as to how that is done.  It also appears that people can lose electrum, and even cards by doing this.  Is this the case?

I have spent more than an hour searching, reading threads that seem to be written by folks who already know the stuff I want to find out.  Short of blindly clicking on it, I am at a loss as to how to find this information.

Are the 500 active decks per league, or overall?

Are there 500 different decks in every league?
So you have 1 in 500 chance of encountering the leading deck?

And, what if the 500th deck has better rank than 0, will new decks never enter play, as they have only rank 0?
(maybe theoretical, but with enough players this might happen)

500 decks per league.  I belive zanz said it wasn't weighted to those at the top, but I don't remember the exact formula.  It might not be weighted at all.  However, I believe all new decks enter at 250, pushing the rest down.  If your deck starts sucking, it will drop faster.

ok read the link, but have one additional question

is the league your deck is placed in defined by the deck level or your personal level?
im currently at level 58 and if i reach 60 will my deck then placed into platinum league or can i decide to build a level 59 deck and still place it in the gold league?

First. Zanz is currently thinking about an option to do second.

yeah would prefer second option, then you can decide day to day which league you want to put your deck in
till then have to keep my score at one level then
