No, the bonus is received upon destruction, not expiration like Sundials and Phase Shields, or in any cases when they destroy themselves.

So, two Wolves have fallen into the depths of the archive.  Should I just let they stay there, or should I try and rework them?  Noir I have an idea for, in that I'm thinking of giving it the ability of the Enhancement Golem from my Gravity Trials entry.  For Jupe, I'm not as sure.  I'll think of something though.

Correct.  Sera, Hydros, and Chron have made it to the forge.  Several others are in the running in the Crucible.  Jupe and Noir have been relegated to the Archive as of now.

I wonder what's the point of "howling moon"? Most wolves cost only 3-5 quanta (no instant quanta benefit), and you're sacraficing a pillar for a wolf. I think those wolves aren't supposed to be ultra rare, so it has practically no (well, up to two less quanta) advantages, but after that you'll have one less quantum each turn, and you need a pillar to make it work.
I personally don't see why I would use it in my deck instead of just the plain wolf.

Concerning Expir, how did you find out 75% would be the right rate? I personally find at least one combination somewhat OP: if you start immolating or otherwise sacrificing your creatures before dealing the final blow with Fire Bolt or any spell alike with a field of high-cost creatures such as dragons you could gain up to about 50 quanta from your monsters plus 7 more if you used immolation, equaling about 70-90 quanta in one or two turns if set up correctly.

Or in the short version: it would enable making a spam/rush and bolting deck all in one.
Even if you only have a couple of Expirs, the delay is just a few turns and you could always start with weaker creatures. My example might be a bit far-off, but I don't think it's entirely unreasoned.

Just to clarify: does this ability work with the opponent's creatures as well? If so, this+CC+Mindgate might make a decent mirror deck.

Anyways, I'd love to see some of these wolves in the game, many of them are great for countering specific decks. Keep it up.

The 75% figure was chosen as I figured a full refund would be too much, and a lesser number not worth it in most cases.

Nice idea. Actually I've ever also had similar idea that focuses on wolves due to my self who is a lone wolf, but you won the race. Congratulation.  :)
My idealized elements cycle:
Water -> Fire -> Air -> Earth -> Lightning -> Metal -> Light -> Darkness -> Wood -> Water
