This is the reason war is better with shards.
ALL elements gain so many options. Yes, air gain a big advantage by having the strongest shard available in a mono, but it is not unbeatable for all elements. Shards make deckbuilding against the vast majority of elements far less futile, and make the lower tier elements far less predictable. What's more, in future wars there will be more and more innovation.
There may come a time when the meta becomes stale again, but for now the playing field is strengthened across the board.
Oh, and this isn't stronger or weaker than classic devtal, it's just less cluttered so it can gain more devs per fractal. Against other elements, darkness having steals, vagger, bolts or vamps makes it a better choice.
