two questions. how many premade decks do we need and what constitutes a legal deck, does that mean it has too be original?

Depends entirely on the tournament. Some have requirements for a number of decks, but most don't. Of course, you always benefit from having more options. Even if you have a super-awesome deck you love, there's always a counter, and you'll become very predictable.
What constitutes a legal deck is also entirely dependent on the tournament in question. You may check out the tournament archive if you want to see examples. No deck has to be original unless stated.

Heh, no rewards for unofficial tournaments. However, SHUT (http://elementscommunity.org/forum/index.php/topic,13984.0.html) (Sunday's Homemade Underground Tournaments) may let people join an event later on if they win it at least once.

You are allowed to change your deck and mark at any time but you only have 3 minutes to do so which is why it's very important to build all your decks in advance. If it takes you longer than 3 minutes, it is considered a forfeit and the other player goes to next round.

Maybe taking a screenshot should be mentioned in the "Desync" section of the first post? Screenshots can often help, as they show what the players have in their hands, when a desync occurred (how many cards are left to draw), and who the possible winner might have been. I'm not sure how to word it, but some things to include would be:

- When a desync is about to occur (not after the desync), take a screenshot.
- An image hosting website (imageplay?)
- Send the screenshots to the TO.
- A player only needs to bother with taking a screenshot if the match has gone on for a good amount of time (e.g., if a desync happens in the beginning, then there's almost no point in trying to prove you would have won, since a lot can/has yet to go on).

Generally, you can change decks or stay with the same decks as much as you want.
The only exceptions are if the special rules for the specific tournament say otherwise.
