I'd like to run Computer Simulations again at some point. However the Elements Game Simulator is very out-of-date.

Anyone with some knowledge about these things wanna take a crack at it?

Perhaps use oetg-v simulator? It has RNG precognition right now (which may be fixable? You'd have to consult serp/fippe/andre) and long runtime, but it does feature a much better AI.

Is anything going to happen? At all? any event? Nothing is going on right now.
Time to bounce back, repel the attack, end ahead of the pack.

Council will hire another PvPEO soon (~3 weeks since CO hiring needs some more apps first)

Of course, you dont have to be one to host, just getting it out there.

I'd like to propose the following Tourney Event.  The theme will be "Cuckoo Battle".  As you may know, cuckoo birds are known for laying their eggs in other birds' nests and enjoying the high life without parental responsibilities :sillyspin:.  In this tourney, every player will create a cuckoo deck - a deck that is bound to be nursed by another tourney challenger.  Each challenger will in turn play another player's cuckoo deck. The tourney organizer will receive decks and assign them minutes prior to the first battle. Each player will need to adapt quickly to the deck they are playing with little preparation.  It is possible that they may face their cuckoo deck in a future round, although not in round 1. Players given a cuckoo deck will stick with that deck for all rounds of play.

I propose that there be a two tier reward structure.  One tier rewards players for winning their battles playing someone else's deck.  The other tier rewards your designed cuckoo deck that was well-played by someone else.  This structure should motivate players to both design well and battle well.

As I am new :o to PVP, I ask the EtG community to help develop this idea into a viable tourney.

This sounds like a combination of a PvP Event and a PvP Tournament.
PvP Event portion - building & submitting the decks
PvP Tournament - actual playing out of the event/tournament

It feels like if it could be fleshed out into a viable tourney it could be a possible improvement over the Rent-A-Deck format.
I think the hardest part of 'developing this idea into a viable tourney' would be figuring out the best way to go about it from an organizational/management standpoint.

Do you need for players to get their decks within minutes of their actual match? If so it would make more sense to run it as I described above. A PvP Event format for submission and more of a PvP Tournament format for playing.
Would it be just as doable if both players were given their next round decks at the beginning of the round? Then the entire thing could be run as a PvP Event format.
Once all decks are submitted should they be handed out randomly; following certain criteria; or should you get the decks your opponent submitted?

One idea could be to run it as a PvP Tournament and have players PM their decks to the designated host before the tournament starts. Then give each player the opponent's decks to use.
Another idea could be to do a combination of this and Rent-A-Deck where half the decks are created by players and half are created by the organizers ahead of time.

There's a lot of ways to organize this and all will have their pros and cons. It'll be interesting to see which, if any, the organizers decide :)

Problem is, if I understood the rules correctly, players will make totally crappy & unplayable decks in order to hinder their opponents. Can you fix this in some way? If yes, I think this pvp event can be a good idea.

Thanks for the feedback, Tribal.  My sense is the PVP event direction might be better.  The factor of being assigned a deck just minutes before play is not important.  That being said, I defer to those with actual experience running events and tourneys to decide.  I'm also open to any special rules for deck balance.  It's mainly the concept of cuckoo battle that I'd like to see implemented.
