I know how to do this, i swear. (I know the ShaSer compersion will come up, however i feel like it would still have a place due to ShaSer only adding  spells, and this adding a random spell, like firebolt or freeze or rev time. of course, it will go away after you use it once, I wasn't sure how to word it, so i left it blank for now. the art will also be changed to someone i can credit later, i just grabbed the art from google.)

It's standard to use instead of 2 .

Anyways, about the actual card--  it's a weird thematic choice to make it a creature and call it a spellbook. Objects are usually associated with permanents rather than creatures. Maybe something more like 'chaos sorcerer,' but then that wouldn't fit with the one-use mechanic. Hmm...

Also, for balance comparisons, consider

actually, upon thinking about it more, it would make more sense for it to be an artifact, as that makes it seem like you're studying the spellbook and learning random things.

fate egg was actually, along with ShaSep, the inspiration for this,  like a fate egg for spells.

not too sure about the one time use, maybe 1-3 times, randomly determined.

Some randomness is good, but randomizing the number of uses would be going a little to far imo. Three uses seems fair to me; the exact number can be fine-tuned later, but it's the same ratio as SoSe, so it's a good starting point.

No need for a restriction at all. Make is a permanent, cost 3, ability cost 1, unupped will give unupped and the upped will give upped spells.
There are so many spells in the game, you will often end up with a card you don't need. Altogether, I like the idea, well done.

can't be used more than once per turn like rustlers (or at least, i don't read it on the card), i don't see the sense of adding a malus if u use the skill 2 times with 2 different copies of this card

nova/snova has singularity because the concept is totally different (one is a spell with the unupgraded version helped by mulligan, this is a permanent that can't be used in the turn that is casted)

Entropy doesn't have any non-standard permanents yet, i think this would be an interesting one. Seems pretty balanced too.
