I have a mechanic but need help with details.

Targets opponent's permanent functions for you also.

I want where the permanent takes up the space on opponent's side, but while player can gain use of it.

Rephrase: Not like steal, kinda like a PU/TU for permanents

Copying a permanent would be fine, but that is not what I'm after.
I want shared control of opponent's permanent.

Target Pillar/pend now gives two quanta, one for the owner, and one for the opponent

Reminds me of an old creature(Monkey) whose activated ability was use target activated ability.

Sharing a permanent is incredibly weak. Steal gets you the permanent and denies it of your opponent for hardly anything. This would need to be very cheap.

The key thing here is, I want use of the permanent without it taking up my valuable space.

Maybe have a card that affects all your opponent's permanents?

Have you ever, ever ran out of permanent space? I've only run out in fat 60 card rainbows with mindgates. Permanent slots are not valuable.
