All series are fair game, though digimon with a three tier evolution or standalone ultimates/megas are prefered.
Feel free to second suggestions so I can get an idea of their popularity.

Considering the nature of Digivolution, 2-way as opposed to 1-way exhibited by Pokemon, I feel that it should start with Champion level and build up gradually, with Rookie available as a temporary thing as a result of a 'nerfing' combo.  But there is the issue of digivolution trees to manage...

As a given, most of the main canon ones, particularly from the first 2 seasons, should be included.  But I will still include some in my favorites...

As for preferences:

Agumon > Greymon > MetalGreymon > WarGreymon

Guilmon >Growlmon > WarGrowlmon > Gallantmon

Fanbeemon > Waspmon > Cannonbeemon > TigerVespamon

It's digimon, some cuteness and stupidly out of place fan favourites are to be expected. Besides, it's Penguimon.
Elecmon gets in on grounds of being the rookie of a great compassionate warrior digimon.

Trees will be fixed as they are in most of the TV series, not branched as the digi-eggs and card/video games made them. Rookie as a recovery state seems like a cool way to balance digivolution without adding "digi-orbs" like the rumble arena games. I like it.
Whether this means a 4 level tree or not remains to be seen.

It's been years, so try to forgive me for not remembering names.  One would be the hometown, as seen in the one flashback of Greymon v Parrotmon.  Or Piedmon's arena in S1.  Also, the Dark Ocean seems to me to be something ominous to recreate.  And then some plains arena with the spires in the back.
