Why nerf a card that already isn't super good to begin with? You might as well remove it entirely from the game if you are going to remove its stacking. 23 healing is pathetically low for most decks, especially when 1 heal does that much and doesn't need an entire field full, or more commonly 4 or 5 turns worth of creatures.

There is no easy way to spam a board full of creatures quickly. Afla takes at least six turns.
So that's the cost of feral, plus the cost of 3/5 creatures, for far more than the cost of SoGra.

And, regardless of whether it is, quite a good number of people consider SoGra one of the worst shards. And SoGra blows empathic completely out of the water, really.

Although, it's not empathic that's the problem - when something that can fill the field quickly arrives, it will become much more powerful. Only then, though.

Balance should be based on the power level of a card rather than its popularly perceived power level. 

If Fractal is not enough for Empathic Bond to be powerful, it is unlikely that any balanced card with the same role as Fractal will be able to do the same.

And out done by 3 dragons, or any growth card in a matter of turns, or 4 shriekers, etc etc.

Life stalls aren't common for a reason, they don't do anything particularly great.

The flaw about comparing Nightfall and Empathic Bond is that you're comparing damage vs heal, which is balanced in a very different way. Sure, you might see damage being the same as healing considering a single target, but remember that damage in itself helps you attain a win condition (bringing the enemy's HP down to 0 obviously) compared to healing which still requires a second win condition (either defeating your enemy with damage, or decking out). Take for example, the Heal card. A healing of 20 HP doesn't necessarily mean you get an overall 20% advantage over winning the game, but say, a card that would directly deal 20 damage should be a lot more expensive. Drain life and ice bolt both wouldn't deal over 10 damage unless if it's on a large stall, and fire bolt rarely over 15. But since it's arguable that these cards also double as creature control, we can only compare Unstable Gas to it, which is much more expensive and slower than Heal is, but is still considered as balanced, or at least not really underpowered.

So if you look at it closely:
6x23 healing wouldn't guarantee you a win, you can still get stalled.
6x23 damage is pretty much a guaranteed win.

You're right.  I just considered sanctuary, and Shard of Gratitude does, indeed, suck (unless you can pile it with Ench. Art.)

I stand by Emp. Bond being silly, though, as I just had to give up against a Time/Life deck that had six scarabs and an elite, readiness pharaoh out by turn five, along with two Emp. Bonds.

Taking away stacking shouldn't destroy the card, it just limits its usefulness to one employment at a time.

Yup - arena.  Arena is the only way to build your deck.  Also, I find PvP annoying because a good chunk of players take 45 seconds a turn and ditch on the match if they are losing.

That's not a fault of the game, though, but of the players.

The game isn't balanced on Arena, it's balanced on PvP. So no use complaining there, unless you want to complain about the arena. And I'd imagine the readied Pharoah was far more the problem then a measly two bonds.
