I'm not sure having the cost of the upped be other is a good idea.
Not every element has access to pc.

Valid point. However something needs to be upgraded. 2 |1 would mean it's only a weaker deflag (which it is anyway if we want to be really strict). Having the unupped take 3 turns to destroy target would make it rather useless.

Could add "Draw a Card", and possibly increase the cost slightly.

You can't compare this to Deflag. Pulvy would be a better comparison. And this is stronger than Pulvy, considering that it costs less, doesn't require an expensive duo, and allows you to use another weapon.

It's unclear but it looks to be intended to be a delayed spell that dies to PC.

Card-draw is nice, but could be a bit OP now? For precog, you get a little information + a card. In this you destroy a perm (albeit after a turn) + a card. I would pack 6 of these in my fat time decks.

Precognition has a cost of 1 when upgraded.
