NOTES:
This card affects:
Poison, Purify, All non-passive abilities, Momentum, Freeze, Delay, Burrow, Quintessence, Quint/SoW, Adrenaline, Small children, Antimatter, and a few other things I can't remember.

Let's say there are four creatures on the battlefield. You control 2, your opponent controls 2.
We'll say a poisoned Scarab,
A purified Vampire,
A poisoned Devonian dragon,
And a flying Stilleto.

Confusion ray redistributes all counters/abilities from all creatures. It doesn't stack similar effects.
So from the above example we're taking 1 poison counter, 1 poison counter, 1 purify counter, 1 devour ability for 1 Gravity, 1 Vampire ability and 1 Vampire ability.

It randomly redistributes all this stuff onto other cretures.
The ray cannot truly remove counters or abilities.
The ray will reroll what gets what if:
A creature gets an ability/counter it had before redistribution,
Or it puts the same ability/counter on the same creature twice (Poison + Poison, for example.)

(Small edit): If the ray rerolls 200 times, it cancels the spell.
This is to stop the game crashing due to single creatures, such as just one rustler.

In the case of those four creatures, the Vampire can't get Vampire or purify, The Devonian dragon can't get Poison, the Scarab can't get Devour or Poison, and the Stilleto can't get Vampire.

What happens if your only creature is rustler and you play this?

1. Rustler cannot gain photosynthesis
2. Reroll
3. Rustler cannot gain photosynthesis
4. Reroll

... and so on until the game crashes

Okay then, there have to be two different abilities/counters on the board, on two different creatures.

Solved. :3

Although that leaves one other problem-
One creature with poison,
The other creature with poison, but one creature has devour.
The other creature would get devour, but the poison would split...
I can fix that, one moment.

I'm assuming you mean the rerolls, Aves.
It's to make the effect a bit more spicy and to make sure it'll actually do something.
I'd be annoyed if I just paid for what is nearly a dragon to have basically nothing happen.
"Oh look, the vampire is now poisoned, for 9 quanta. ^Yay.^"

The reason it's 9/8 entropy is basically because it's a weird effect that can change the board in such a way that it'll take a long time to remember the board again, whilst we're on the subject of quanta.

Reducing the quanta cost won't change any power of the card;
It's most likely going to be used in mutation decks, and mutation decks alone. There's no real purpose outside of decks that can spam abilities/counters, which only mutation decks really can. Perhaps singularity decks might try and use it, but mutation decks (and if you do it right nova deck) should have 9 entropy quanta by the time they want to use the card.

I'd go as far to say that elves/SoSeren is underpowered, but it's more of a fun card than a powerful one.

An important question to be asked is why would someone play this? Do you have a situation where redistributing things would be benefical to you? (your example of mutation decks just means that you are giving your opponent random abilities as far as I see). Second question is, in said situation is the effect worth the 8/9 quanta investment?

That's what I'm saying. If you want it to be 'fun', then at least reduce the cost so that it wins about as often as a mutation deck. Or at least is beneficial in some way.

You said this will only  be used in mutations decks; but this seems absolutely useless in a mutation deck to me. At best, you are just redistributing your abilities, which are meaningless, but more likely you will just give away some of your abilities to your opponent. In fact, the only time when this is actually useful is if you are playing a deck filled with vanilla creatures, and even then this is way too expensive. Although even it were cheaper, I'm not really sure what I would use it for.

Basically, I don't really see anyone ever using this card in an effective way, feel free to correct me if I am wrong.
