Seems overpowered, actually. Without even considering the fact that this card sends a card into the opponent's hand and deals damage, it would be fine if it just allowed you to play a card in your hand for free.
Here are some suggestions to simplify and nerf it.
1) Remove the damage and the Reverse Time aspects.
2) Remove the damage aspect. Increase the cost by 3, both upped and unupped.
3) Remove the free play aspect.
These may be overdoing it, but I suggest you go with one of these edits or a variant thereof to make it suitable.
