By your description how is 3|2 even remotely correct?
It's a spell with a duration and thus un-counterable.
If we equate the cost to precog it should cost at least 4.(Not counting the quanta production which is hard to cost)
I also have to ask if the turn count on this begins on the current turn(I assume it does)
Why?
Precognition is 2|1. Using it allows you to draw a card (+1) and allows you to see your opponents hand, a situational bonus (+1). Balanced.
Elixir of the God's at a hypothetical 3|2. Using it allows you to draw two cards (+2) over the course of two turns (Which could be worth minus cost since it's a delayed effect, but let's ignore that) and offers 4 additional mark quanta, a situational bonus (+1) over the course of two turns (which again, could be worth minus cost, especially considering that other quanta generating whatnots are generally 0 cost)
I mean, I'm no expert on balancing or the theory behind it or anything. Hell a lot of that was pulled out of my arse. But it sounds reasonable to me. Also, you mentioned this being a spell, thus un-counterable, thus should cost more. But so is precog. *shrug* I do agree that the current 2|1 is definitely a lower cost than is warranted.
