Drake_XIV, DigitoriiX
NOTES:
It generates one quanta in any pool that has not changed in the course of a turn.  So for every quanta pool that has not increased or decreased by any effect other than Quantic Pool | Quantic Tide, one quanta will be given to them.

So it's a permanent  :water-based version of nova/supernova, that only works if the quanta of any given element has not increased or decreased. Me gusta. It kind of fits in with the whole "Water has synergy with everything" thing that it has going on, and would offer an interesting alternative to novabows.

I'm not entirely sure how balancing works or what the theory is behind balancing, aside from using pure common sense. But it seems to me that it would be better if blackhole/discord affected the quantic pool effect. (God that sentence was grammatically harrowing.) The card needs to have it's counters, no? Plus simply excluding some forms of quanta change for no reason doesn't seem to make sense.

It is affected by those cards.  I just meant that your opponent uses BH [-3 :water] but your 3 Water Towers come in before Quantic Tide [+3 :water], Quantic Tide will act as if it hadn't changed at all.  It's just some micromanaging, but it's there.

IMO, Upped shouldn't generate 2 per turn. That makes it a bit too OP for my likings, because if this is played before any towers it could still give off the extra quanta. I believe it should either a) cost 5  :water, b) have it act as a quantum pillar as well without reducing the effects and still costing 8  :water, or c) be immaterial because lolimmortalpermanents.

It was my understanding that Pool effects take place after pillars/pends/mark generation... Is that not the case? Also, I like that upped generates 2 quantum, makes it on par with nova/supernova. Sidenote, I love the way that it has anti-synergy with nova.

It depends on the order of the permanents.  If you played pillars and pendulums before Quantic Pool, then those will be accounted prior.

3 quantum pillars? I meant it would generate 3 random quanta LIKE a quantum pillar. If there was any miscommunication...

Edit: Or did you mean I saaid it would generate 3 quanta per element when upped? That's another miscommunication, because I said make it dual-function as a quantum pillar and a quantum pool.

good, but overpowered

if you run Water, and throw a few pillars, and play this, you can get a lot of quanta very easily, powering shards or your creatures or whatever. It is very, very strong. Have it be 3 every other turn or something, but 2 every tyurn of unchanged is too much. It also has potential for abuse... consider you have X quanta of some type. you use abilities that cost 2 of that type. this, if played in the right order, sees that as being the same, thus generates free quanta for that element. in other words, you can manipulate this into generating quanta you did use, instead of just filling gaps. I like the card a lot, but it is a bit strong... its cost is good for the ability, but it is just too much strength with few counters.
