I had Blackhole as my Oracle card/deck, by luck Oracle gave me the same card. But the game does not let me create a new deck, Build New Deck is greyed out

Intended, so you don't use the same deck in Arena.  Promotes deck diversity or something?

Yeah but, if I am below 500 in ranking? If diversity is required Oracle should not give me the same card...

Not a bug. Card oracle gives you each day is random. If you get the same card as you got yesterday you can't make a new deck. Wait a day.
