I had the art, and another idea. When this card is played, a targetting field appears like a spell. After selecting which card to delay, this card is placed on the field as a permanent. If it is destroyed, the delayed card is no longer delayed.

If a stack is delayed, only the top is delayed. Delayed shields act as if they do nothing, and delayed weapons do not attack.

How would one possibly remove said card? Do they have to destroy it?

What if you put a 2 or 3 turn counter on the card? Then it's like the ultimate Phase shield [rooster] block!

Yup. It's weaker than deflag though. If you deflag someone's sword it's gone forever. If you use this to delay their sword, they can destroy this and get usage of their sword back. If they steal it, nothing happens.
