I very much like this! A really solid idea.
I do think it could be slightly beefed up, though. A couple ideas i had on first sight:
1) make it also able to target players; or
2) bump up the cost and nerf the duration and make it affect all enemy creatures.
1) targeting players would make it too powerful, and it would need a cost bump. i am going for a light counterpart to freeze.
2) that would be a separate card if this one made it in.
I like this card, but I think it is a bit too powerful. A dimensional shield costs 6 and blocks the creature for 3 turns. This blocks the creature for about 5 turns and costs just 1 . It's way too powerful, especially with the ability stop it also has. To make it more fair, I would suggest making the percentage of miss chance go down by 20% each turn instead of 10. Freeze stops a creature for 3 turns and costs 1 . If the unupped card started at 80% and decreased by 20% each turn, you'd block about 2 attacks and stop the creature's ability usage if it requires targeting (which most abilities do). The upped could start at 100%, getting about 3 attacks stopped and stops the creature ability. That is my suggestion. Thematically, I don't like the strong cc for light, but I do like that it's blinding the target creature with light.
dimension shield is a permanent and affects all creatures and doesnt affect skill use making it a fairly useless comparison for this card. Freeze OTOH is a great comparison, and is the card I used to balance this against. It costs 1 quanta as well, and completely stops creatures for a guaranteed 3 (4 upped) turns, including all skill use. This card stops for an average of 4-5 turns (5-6 upped) but doesn't stop all skills. Also, unlike freeze, it doesn't give you a "guaranteed" turn of survival because the creature can still possibly hit you on the next turn. The tradeoff I feel warrants it being the same cost as Freeze. I'd be open to making it start at 80 | 90 which would make the average number of stoppped attacks 3.6 | 4.5, still slightly higher than Freeze, but I think it is pretty balanced as is.

Dim shield blocks all creatures. This works on only 1. And while freeze/congeal is 3/4 turns, it does stop all abilities and all damage, not just targetted abilities and % chance of damage. That said, It might need to be 2 .
It's fairly equal in power to Freeze so I costed it the same. I'd rather keep the "connection" to Freeze and adjust the effect rather than raising the cost.
