Interesting. It is hard CC but it does have a strong connection to Life's central Growth theme.

Mitosis is too slow and I doubt you can get out more than 3 of a certain type of creature in a regular game. This makes it much worse than shockwave, lightning, fire bolt, etc. The only use I really see for it is in fractal decks.

Which means the cost can be dramatically reduced :) and/or that you can add a "[your current card text...] damage, plus 2".
Also because :life has Mitosis, this is suppoed to grow stronger than Lightning eventually, but will hard-cap at 23 (exceptionally, 46) damage plus whatever flat amount of damage you could have decided to add.

That's pretty much what i said, xcept you missed an important part of it: at most, your spell deals 23 damage, assuming you play only 1 type of creature and Mitosis/Fractal it to fill your whole field. Exceptionally it will deal more if the enemy too has that very same type of creature, raising the potential cap to 46 but that would be like 1% of cases on average. And your spell starts at zero minimal damage.

Fire bolt starts at 3 minimal damage and then grows to 24 just from quanta (much faster & easier), so "the potential to outdamage firebolt" shouldn't really be relevant here. So go ahead and buff it :)

idk, gives life an actually quite strong CC card. I'm not sure that CC is for every element there. cheap enough to easily be powered by a mark  as well... boneyards with life mark and this card?
My default opinion of a new card is OP. Your job as a card creator will have to be to convince me otherwise.
