NOTES:
It has powerful synergy with Cremation specifically, along with Rage Potion to a lesser extent - and the glass cannon nature of :fire in general.

:fire gain is rounded down - however, at least one :fire will always be gained.  The card gained will always be a :fire card - upgraded deaths translate to upgraded cards and unupgraded deaths generate unupgraded cards.  Cards are placed at the bottom of your deck.

The cost is high because, after a while, it will pay for itself.

Permanents that are destroyed or creatures that are RT'ed will not activate this card.

The upgraded version is more rainbow-friendly, allowing for combinations like Photon + Cremate to regain extra :fire and a card or Schrodinger's Cat.

The card cost regained applies to the dead card.  If a creature was not brought in to play by paying the card cost (i.e. Mitosis + SoR, TU), one third of the card cost is still gained.  The upgraded card only grants :fire - a dead Amethyst Dragon will give you 3 :fire.

Why Fire?
Death trigger -> Death
Anti deckout -> Fire already has SoBe
Resilience to CC -> Lava Golem, Phoenix and Seraph are enough

I agree, I think this card fits a  :death theme more than a  :fire theme. At the least, the connection should be worked in somehow... Maybe have it generate  :death quanta and cards?
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?

It'd be more interesting as :death , as OldTrees said.  But I think it should keep the generation of :fire cards .

It has some synergy with :fire because of Cremation and :fire 's low HP creatures.

It would be a little bit too strong in :death... it already has so many death effects - spammable creatures, buffs, :death gain, shield stack gain - I don't think we need to add anti-deckout and an endless supply of cards and quanta to the list as well.

In most of my cards, I don't do usual upgrades like -1 cost.  I try to find something unique, and, having synergy with more things on a synergy-reliant card (it does nothing alone) is a good upgrade.

Death is the ideal place to put death trigger effects because it is designed to be balanced with such effects. Other elements (especially fire) can trigger death effects too cheaply.

I do not see the problem.

Yes, so in other words:
cost = 8  :death
text = "Whenever your :fire creature dies, add a random :death card to your deck and regain one third of the card cost."
I'd use it. It will make  :death  :fire pheonix decks pretty ugly. In order to be rid of your pheonix they will have to kill it twice, giving you back 2/3 of the cost and 2 random :death cards. This will make players think twice before killing off fire creatures, which are otherwise often quite fragile. With a soul catcher or two in place, you might even be able to thread this into an otherwise mono :fire deck.

An even more potent alternative would be:
"Whenever your :fire cards is destroyed, add a random :death card to your deck and regain one third of the card cost."
Then this works for destroyed :fire permanents as well (creatures - ashes, permanents - dust... or maybe vice versa)
