Don't know what to say, other than "Brilliant idea !"
But what if you replace all regular pillars with this ? You can simply play a lot of cards in one single turn, while currently with pillars, you can only play the same amount of cards over two turns.
Will this make it a bit OP if those cards are constant damage output (aka creatures/weapons) ? Early damage source --> faster win
It would be stronger in certain situations than pillars but not OP - pillars are more steady and flexible and would still see a lot of use in decks.
Columns have a net 0 benefit (+2,-2) vs. Pillars which have a net 1 benefit (+1,+1).
As a result, more consistent production of pillars makes it easier to operate more steady decks - quantum is always available when needed.
Columns on the other hand are more "burst" like in production and force a player to use quantum immediately on a specific turn or risk losing it when they end their turn. Columns have a greater instant benefit but it comes with limited flexibility and can potentially slow a rush if it is the sole quantum producer of the deck (seeing as how your pool only is viable every other turn and doesn't increase except for your mark)
Spires get a net 1 benefit (+3,-2), making them more flexible in a pillar fashion but it it likely that any unused quanta will be drained at the end of the turn and you must wait for the end of your next turn to 'restock' your quantum pool. They also lack the initial speed benefit of Towers (which give a deck the potential to play cards on turn 1).
Spire limitations should compensate for their "burst"-like production - Pillars and Towers steady production is still going to be valued in many decks (such as Life Rush), while this card could buff less viable strategies (Likely ones that require certain quantum in certain stages of the game, or duos/trios/quartets where one of the elements plays a minor role, is only present in a few select cards, or will all be consumed in 1 turn through cards like Wyrm or Lycan), provides indirect quanta protection (drain protects from BH, Discord, and Pest lockdown at the cost of limiting production), and introduce new deck types such as a "medium-speed"/"speed control" mono stall that uses its slow playstyle to work with slow quantum generation , or a "shotgun rush" deck that relies on the greater initial advantage (after turn 1-2) to unleash bursts of creatures to deal damage (such decks may have trouble handling permanents or excessive damage from the opponent though given that they cannot convieniently use PC or heal when they want.)
