NOTES:
Upgraded should cost 2.
The mechanic affects a random permanent.
The mechanic affects Immaterial permanents.
The mechanic affects itself.
The permanent comes into play with 5 charges. Each time you draw, it loses 1 charge and activates its effect. If your hand is full, no permanents will be returned, but Rolling Sands will still lose a charge.

This. I don't see how returning permanents to your hand is good. Unless your trying to actively protect them, all you're doing is going to have to pay for them again when you replay them.

hum... it could be a good combo using towers of any element, to get that extra quanta, renewing the stasis of sundial in its 2nd turn, renew a dim shield, wings, cloak... at first it doesnt seem that good but it actually has its uses

Ah. Right. I see. If you're going for a mono time rush or something, then this card can be pretty useful.

this card makes it also possible do "trade" your weapon with another in your hand without destroying the first weapon in the process... and the same can be said about shields

Yeah. The best thing about using this card is that you don't lose card advantage or quanta if it returns something like a pillar/pend. Also, it's random because we don't want people chaining 99-turn sundials.
