That...wow that is some amazing art.  As for its effect, I'm really interested to see more cards similar to flooding that deal with creature slots.  I'm not sure if its power is at the right level, but I'll leave that to people who are much more experienced than me to decide.

Love the name, super cool. ;D

Now for the card itself: I can't really see myself using it unless I knew beforehand that my opponent would be using a rush or creature soam deck or something of the like. I would say cause the upped to also deal damage for your creatures with a small price increase.

Yes, I did it this change.
But I'm a few worried that UP card is a few OP.

I like the direction you went with it, but I'd say you should go up to five damage, because three damage for two turns costing seven  :gravity. I know this has great synergy with flooding and the two would benefit greatly from one another, but still, I would add the two damage.

Has similarities in tactical use with Unstable Gas.

Flooding would add 9damage for 3 :water +1 card + duo and 9 more for +1 :water to a total of 18 for 4 :water +1 card + duo. However it would limit the number of Gravity creatures you could play. Steam Machines would only deal 2 damage.
Voodoo Dolls would deal 3 damage.

I would have to playtest the card to get a good estimate of the expected damage.

Unstable Gas costs 6 :air+1 turn +1 :fire +duo +1card for 20 damage and a 2 edged Thunderstorm.
Chain of Atlas costs 7 :gravity + prep on your side + 1card | 9 :gravity + prep on either side + 1card + upgrade.
Expected balanced average damage over both turns to be ~20 (32 with Flooding due to restricted space for Gravity creatures.)
