If the permanent stacks only the top one is frozen. Adjacent permanents means those in adjacent slots to the target permanent - usually only 2 at most, but there can be up to 5 adjacent permanents. I guess freeze does not affect pillars, because they are all in one slot. I will bet for the cost increase. And I think avalanche doesnt make sense for a sea themed card, even at your language. I think tsunami or tidal wave -make sense?-. fits fine.

Water encompasses both water and ice. How can a tsunami freeze something?

As it says, it only freezes the top permanent in a stack - only one pillar will be frozen (and stop functioning).

It's not as powerful as it looks either. Take a look at this:



Only after the 4th non-weapon non-shield permanent is played can it actually have more effect than Deflagration. So no, the cost is fine as is.

With Deflagration's nerf, this is worth a +1 cost increase...

Deflagration's nerf is not final and has more access to quanta. I'm torn; ideally I'd set it to 3.5|2.5.
