NOTES:
An healing/stalling card for time ...

Each :time you produce is converted into 1HP added to your maximum life points. This means that from the moment the spell starts to act to the moment it stops, you don't produce any :time any more but a healing of 1HP added to your maximum life points. The card is free but the effect is at the end very costly. I would imagine a yellow Zen symbol appear in the same way it does for silence or sanctuary to indicate that the spell still lasts.

Last until you play a card: It means that as soon as you play a card the spell's effect stops. If you play meditation and then another card in the same turn, you just wasted the first. However, you can still use any ability and discard as you like. Just remember that you do not produce any :time any more. This synergise well with miracle.

Last until you discard: It means that as soon as you discard a card the spell's effect stops. If you play zen and discard in the same turn (possible with hourglasses), you just wasted the card. However, you can still use any ability and play any card you like. Just remember that you do not produce any :time any more. This is hard countered by nightmare but synergise well with sanctuary and miracle.

The problem is that as a permanent it becomes sensible to PC. As it already has serious drawbacks I wanted to avoid it.
Moreover, Time has already plenty of permanents and few spells.
Finally, this effect goes in the same category as stone skin and soD which both are spells.

It is really a matter of what you put in your deck. In fact, you can always discard or wait (and thus not break the unupped spell) whereas they are plenty of situation where you cannot play and end up discarding (vs quanta or draw/play denial). This is why the upped version combine so well with sanctuary (it protects you against most denial cards). Moreover, play a card is instantaneous whereas discard can only be done with 8 cards - sometimes the situation would require the spell to be broken (in order to full eternity for example) - those times the unupped version would be faster.

I suppose he meant a :light/ :time duo. The nice thing is that while you do not produce :time while this card is in play you can produce other quanta (for example to full miracle)

I have to say I don't really like the idea of having a 13th element. The already existing 12 elements lack cards and requires good ones more than an hypothetical 13th one would.
Also (as I said in the nerf SoG thread), if every element had its thematically fitting particular way of healing we would not need to focus on SoG for the work.
I think Meditation | Zen is nice (mostly new) mechanic for time and fits its needs:
  • Time has the lowest amount of spells in the 12 elements.
  • Time has no healing.
  • Time has no DR shield.
  • Time has no other way than pillars/pendula to produce :time.
  • Time's existing stalling cards are generally better used in a rainbow than in a mono or duo.
