Mist Blanket: Shield (7 Air)
Mist: All physical attacks have 10% chance to miss you. This effect stacks by multiplying.
Fogging (2 Air): Generate a Mist.
UPGRADE:
Cloud Blanket: Shield (5 Air)
Mist: All physical attacks have 10% chance to miss you. This effect stacks by multiplying.
Fogging (2 Air): Generate a Mist.

I don't feel the need to make a card image for Mist, as it is just a non-standalone card like Malignant Cell.

Mist: 0/1 (0 Quanta)
Mist: All physical attacks have 10% chance to miss you. This effect stacks by multiplying.

So, allow me to explain how this effect stacks:

Each attack has 10% chance to miss. Therefore, it has 90% chance to succeed.
You generate a Mist. Now, your opponent's chance to succeed is 90% x 90% = 81% chance to succeed.
Etc. Each time a Mist is generated, the current success chance is multiplied by 90%.

Not useful because it's so slow. You're better off with a fog shield. Instead of waiting seven turns to get the equivalent of a fog shield, you could spend hardly any quanta and get it immediately. Not to mention the mist creatures are easy fodder. Way too underpowered.

Why not make it like bone wall -- for 2 air you can add a counter. It starts with one counter and it blocks 5x % of attacks, where x is the number of counters.

Maybe put a max of 15 counters (75%) on it or something. That way it starts off as a very weak shield but gradually gets better, and if you survive long enough, gets even better than a dusk shield.

I agree with Puppy. Overall this seems like a rather under powered.

OK, so this is not as overpowered as I thought.

How about changing it to 90% success chance per Mist? 3 turns and it'll be better than Fog Shield. Or if it's still too weak, make it cost 1 Air to generate Mist.

10% would be much more balanced.

The mechanic would also be simpler if the shield itself did nothing, but came into play with a mist. That way it solves the problem of having multiple in your hand, as well. Of course it wouldn't be much of a shield, especially if the mists blocked independently of having the Blanket in play.

The thing I like the most about this is how it would be much less useful for rainbow decks, which traditionally rack up the permanents like there's no tomorrow.

I agree that it should be light a bone wall. Create 1 fog blanket when an air/darkness card is played. Remove 1 when a fire/light card is played. 10% chance per blanket, capped at 70%?

I think that this is a good idea, but I would keep it at 5% per Mist, but change Fog Blanket so that you could use it's ability as many times per turn as you like.  Use the permanent-space-allotted as a limiting factor, but let them pump out Mists as fast as they can. :)

When making this card, my idea for this is that it has NO UPPER NUMBER CAP, but there is a limit of how many Mists you can have. Then, at most, with 10% block per mist and 23 Mists on the field, you'd have 92% block rate, which is almost invincible; but Mists are very easy to get rid of.

I don't want this to be a mist-counter thing like Bone Wall. I think that you should actually pump Air quanta into this thing to make more Mists.

Making the Mists into Permanents is an option... But then, there is no easy and fast way to get rid of an entire field of Mists. If you have 14 Mists (the 15th slot is for Pillar, of course), then your opponent has 80% miss chance and it'd take them a long time to destroy them all. Making the Mists stack would be even worse, because that way there will be NO upper limit to the number of Mists you can have.
