I believe from the way this looks, it could be either. I might suggest that it would be a sort of standalone, for it is a spell, is it not?

I'm not really sure if the Upgrade is powerful enough - + 1 HP doesn't seem to justify not changing the cost.

Possibly make the upgraded Dragonling's stats 2 | 4 or lower it's cost by 1 quanta?

It does now seem a bit unbalanced. 3|3, 3|4, keep the 7 cost?

It turns into an upgraded dragon >.> That alone is worth the card cost staying the same and being a nice upgrade. And the cost is mostly just there to help prevent spamming of it for cheaper dragons, though I might need to raise it's cost a little. But it's supposed to be low ATK/HP creature since it's just a baby dragon :P

It would prevent spamming, but overcomplicates things. It's just easier to prevent spamming with a high cost.

Yep, though it will take several more turns with the Scales since Dragonling takes 3 turns to turn into a full dragon. In that time, it can easily be killed.

It's supposed to be a 'cheap' way to get a dragon, but the draw back is the time it takes and the vulnerability the Dragonling has. (low HP)
