By "types" it means Creature, Permanent, and Spell.
By "least of" it means that even if you have 10 Spell counters, but 0 Permanent counters, you will deal 0 damage, because the one type you have the least of is the number used. This prompts you to add ALL types of cards in order to gain damage cumulatively.

might be hard to code (idk if there are 3 places for counters on the square when a card is in the field) but the concept is pretty unique

the name suggests something entropy (quantum physics, theoretical physics), and doesn't intrinsically relate to the mechanic (ohhh, there's a possibility for this card to do lots of damage if you do the right things), so idk.
