Doesn't Mindgate add the card to your hand? This doesn't really help that unless you have multiple Mindgates out.
How about also giving it "Generate
when you draw a card" ? Wind can become stronger at times (As you draw multiple cards the winds power increases), but it can also weaken (You havea full hand and therefore no wind energy can blow).
I believe you should also take note of Hyroen's review for this card's predecessor.

On a more serious note, I'm intrigued by this card!! At first this card seemed a little senseless in a CCG where decks and luck are involved. Upon remembering cards such as Eternity, Rewind, Mindgate, ideas certainly sparked. What better than Air to whip up a deck that has settled, to change the fate of the shuffle?
However, while this card combines nicely with cards that can "see" the deck, the effect doesn't quite warrant the cost it currently has. It seems a little expensive for what it does, not to mention it doesn't do something -that- game-breaking.
I can see 2 paths being taken. You could either give it a type of bonus such as making it have the possibility of integrating some sort of Permanent scattering along with what it already does. Through this scattering a fixed maximum of permanents have a chance of moving to the other side of the field, to its enemy. You could also just opt to decrease the cost of playing it to something like 3 | 2 and leave the abilities as such. As a minor detail I would assume the skill is called Scatter | Squander (possibly?), correct?
All in all I'm excited to see new work from new names and you my friend show promise thus far. Letting Air mix things up from time to time is exactly what one can expect from Air, the unexpected.
