CURATOR COMMENT
-Don't italicize the 'i' for the COST in the table (all other numerical costs aren't italicized either)
-Issue of killing the weakest link.~
~ = ...You do realize how incredibly unbalancing this is... right?
Although I don't want to start a huge commotion about these type of 'kill a creature instantly' type of cards, I think that any spell that automatically destroys a creature, regardless of its stats (Paradox and Otyugh being stat-based examples), element (Flooding), or even status ailments (Poison, Freeze + Shockwave, Gravity Pull, etc.) is highly unlikely to be implemented, yet alone considered for a decent candidate in the polling options for the Crucible and Forge. The fact that you also want this to apply to 'immaterial' creatures (burrowed or immortalized) also speaks volumes of what potential exploits this card can run into, even if the spell in question is considered 'expensive', depending on the creature you randomly kill.
More importantly, it feels off-balance - the fact that you could potentially kill an opponent's chimera easier than a Ruby Dragon with this card irks me (based on creature costs - 7 quanta vs. 15). I feel that this mechanic could be tweaked to make it so that the more 'weak' creatures a player owns on the field, the more likely a certain trigger or advantage could be applied to the opposing player's side.
