Props to having a fairly decent card idea that begins with the letter 'X'.
Those are always hard to make, especially as your first card idea. ^^;
That said, I think you should replace the term 'Wings' with 'Airbourne' if you can on the card image text and in the table, as the new terms 'Wings' isn't a passive. When I think of Xenon, I usually of an image that would have a concentrated form of gas permeating an area; the mind-control effect is a bit strong, so I agree that the HP should be reduced to make it more balanced (Imagine using this against something as tough as Abyss Crawler or an Otyugh, both of which aren't airbourne O_o).
Otherwise, nice submission.
