NOTES:
"Katharsis" is a Greek word that means "purification". This spell purges your elemental composition of all impurities, and allow you to use Light to pay for anything.
Using Fractal while under Katharsis will drain all your :light.
Using a Fire Bolt while under Katharsis will only deal 3 damage if you don't actually have any :fire. Sure, you can use :light to pay for the spell, but the spell needs actual :fire to increase its damage.

Honestly, I'm a little scared at the thought of what this would do for hope fractal. Easy access to fractal if you don't have to worry about the "Drain all" cost, and late game, it makes duplicating any heavy opponent hitters simple.

Outside of that, though, it seem fairly solid. It's an interesting manner of getting a bit more color into a near pure light deck. I'm a little iffy about the cost, but it's difficult to really be sure what's reasonable on something like this.

Well... In early game it could probably speed things up a little. In late game, you can already fractal Light Dragons anyways, so there isn't really anything your opponent have that is better to fractal.

Well, with Katharsis, you can fractal enemy creatures and use the  :light you have to play them instead.

I know that. My point is, your opponent doesn't often have creatures better than Light Dragon, so you might as well fractal your own Dragons.

negative
rustler or any other creature/permanent that has :light in its ability cost (e.g. sundial, guardian angel) wont be affected
at least thats how i think it would operate

Kobis already responded, but I'd like to point out that it said "quanta costs", not "quanta production"- so rustlers would still produce 2 :life for 1 :light. I assume you thought it would produce 2 :light for 1 :light instead.

Bloodshadow is right.  You pay the cost of those two fractals.  You might be able to send out a horde of creatures, but you still would have consumed all of your  :aether and  :light quanta.
