Reporting suspicious play

Can someone point to where I should go to to report players?
I had played against someone in a PvP tournament and this particular player has the history of having problems in the middle of a duel (either time outs or desync issues). Intentional or not, who can be sure but it does happen a lot for this player because I know others facing him also mention the same thing.

I believe the only solution is to PM SG with some evidence of some sort at least, of the foul play or contact zanz. I don't think we have a subforums for this sort of  problem.
