still plenty of elements without a shard, may be worth revisiting the concept of designing shards for those elements.  even if the mechanic has been submitted before in a non-shard form, compiling and/or creating applicable ideas may be helpful.

I was thinking, there are two things we could do.
First: the making of earnest attempt to complete the elements that need completion.

Second: to begin compiling a new set of spells, permanents and creatures that fall into the levels that already exist for each element.

When the mean levels is, token to Ultra rare.
If Nowhere is Somewhere, and Somewhere is Over there, How can we be Anywhere?

I think that (using a levels model) might take abstraction too far.

Panelement series are useful for suggesting rider/implementation mechanics. The idea for that core should come first and not be forced into existence after the series was created.

Rarity (especially ultra rarity) does have design guidelines but probably should not be used as a core for a suggestion.

They would be easier to balance than cards that use :rainbow quanta, but could still be used in every deck.

It is probably worth discussing. However in most cases it is inelegant design. It only makes sense for cards that have non linear costs when chained.

may also be worth exploring the advancement of other mechanics introduced in this patch, in addition to chaining (novas), including but not limited to:
merging cards in hand when putting them into play (SoI)
non-spells dealing spell damage (SoW)
targeting immaterial creatures exclusively (SoW)
modifying the quanta cap (SoC's initial idea)
critical hits (SoFree)
multiple card draws (SoBe)

not only using the mechanics themselves, but having cards related to them may also be beneficial.

example card ideas-
merge- merge sparks in hand form a powerful creature or spell ( :aether card) or all creatures, stats based on elements, skill random but cost using most commonly incorporated card (likely :entropy)
quanta cap modification- a permanent with a repeatably usable skill reducing the cap by 5 each use (imagine this could fit in water?)
critical hits- pretty easy to apply to creatures and weapons, could be a spell that grants critical hit chance
spell damage from alternate sources- already have a good number of cards using this, but defenses to it may be worth looking into (more shields and such)
multiple card draws- could have a card that damages players when cards are drawn, similar to neurotoxin's mechanic, but for drawing and not for playing.
