Phase 1: We, as the idea factory, choose some cards (1-5) to add to each element.
Phase 2: A tournament using the card idea playtesting system and the expanded card pool created in phase 1.

Would this be interesting?

Observations from past stuff:
Play testing is a good and fun idea
Play testing is a tedious and sometimes boring task because of the calculations and probabilities involved without any pictures/flashiness
Some cards are not balanced

Would this idea be able to take off? Why did the previous playtesting project not work?

Could we perhaps just playtest in game? (Let's assume I want to playtest cymothoa, I'll just use steam machines since they have same cost, and both my opponent and I will keep track of what it does to my opponent's HP and whatnot)

Each playtest game takes about 30minutes.

There was no previous playtesting project. Rather there exists a playtesting system that has been developed and is still in use. (http://sync.in/CardIdeaBattle) So provided both phases cause interest it should work.

I do not think we would be able to playtest new idea in game. (new variations would work but are less interesting)

30 minutes for a game is extremely long compared to pvp matches where 10 is already a lot. Do you think the people have the patience to do such a thing? One big advantage I see with this over actual gaming is the asynchronous aspect of it, allowing for much more flexibility, but longer and more drawn out games.

Yes, well, that one doesn't show lots of livelihood now. Why is that the case? How can the playtesting now benefit from the faults of the previous one and be made better?

I am not so sure about that. When I did playtesting for cymothoa, I just brought along steam machines as fillers for same cost and used them in trainer, keeping a notepad nearby to record the damage they would do. Unless a card's ability is too radical, I think most cards can be "integrated" into the game as long as both players are aware of what it does and keep careful notes.

I do not know if we will find enough participants for phase 2 (where the long games and lack of graphics would matter).

I believe the inactivity is most accurately explained by temporary inactivity of key initiators resulting in permanent lower activity. The structure of an event should act as an artificially initiator for the duration of the event.

As the notes increase, the note resulting from correcting the game increase resulting in more notes than the non game system. Depending on the resulting card pool, using the game is an option. Although I suspect that 1 copy of those notes attached to instant messaging will usually be efficient.

I've felt the IF needed a new project to tackle head on for a while now. I'm rather open to this idea myself though I want more of exactly what you intend regarding this.
It is a very rough draft now but the idea is that we create an unofficial update for EtG and then test it with a PvP tournament.
More details will be decided together.

1-5 cards per element means a potential 60. From my experience playtesting, some matches took even more than 30 minutes - but the catch is, often there were multiple people there (often me, Drake, ET, OT, and Z) who could take over for each other for a match. So you don't really have to worry about the time for just playtesting or patience. However for the tournament, it would be a good idea to set aside quite some time for it.

Stronger / complete elements are likely to get fewer cards. (and the reverse)

this is more or less what i had in mind with the expansion pack project.  people will have to put in the work to nominate cards to add in to the pot, which didn't happen last time.
