So I'm assuming this card ignores all costs of playing a creature...this is going to be severely OP with fractal.  You play fractal on Arctic Dragon with this card in your hand, then play this card...delayed Armageddon for the opponent.
Well considering the cost of the Arctic Dragon + this. You need 20 water quanta plus 8 Aether.

And you need 3 cards to pull that off. If you're going to build a deck for this combo alone, your opponent might outrush you downright.  If you add other cards for stall, the combo will slow down even more.

That combined with the 3 turn delay makes it even worse. Your frozen dragons could be CC'd along the way as well.

arctic(or ruby) dragon> fractal > this card      :))
If you get that combo out and last 3 turns. It's a sure win. It's very expensive, but I'd love to see that in a real game myself.

The effect works even if you have multiple copies of Peacekeeper.

Your opponent will either have to destroy all the Peacekeepers in the field, or wait until you summon a creature or gain a creature (via Aflatoxin for instance or Mutation).

Peacekeepers only stop creature damage but not weapon damage. So if you or your opponent have a weapon, they still would work. But once you animate a weapon, that counts as having another creature, so the Peacekeeper effect will no longer trigger.

It doesn't technically freeze your opponent's creatures. Its a spell that puts into play every creature you and your opponent has in their hand and they are frozen immediately as soon as they are put into play. While other creatures get unaffected.

It is expensive but it has lots of uses as it can combo with certain cards like Flooding and Fractal or even Nightmare. It allows you to put creatures into play at the expense of a 3 turn penalty.

You can also study your opponent's hand if he or she is holding back creatures, then you can use this to force them to play those cards and kill them with CC especially shockwave.

If you can combine this with stall tactics, the frozen status can easily be overcome and be used to your advantage.

On the downside, you'll have your opponents creatures come active too which makes this very situational to use. You can use this one sided, if your opponent doesn't have much in their hand when you play this.

The cost can easily be adjusted though

Thanks for the comments.

First, this card isn't hard to kill whatsoever, and is on par with cards like Elite Antlion in terms of their attack. It has incredible speed but lacks defense, which can be exploited by many cards.

I might consider lowering its attack to compensate for the card advantage, or just let it dump to your hand instead which may make it more reasonable.

NOTES:
The Call Ally ability can only take cards from your deck into play, not from your hand. This ability will prioritize the upgraded card when selecting the card to put into play. So let's say you have 3 upgraded Goblins and 2 unupgraded still left in your deck and you use the Call Ally Ability, a Goblin Marauder will be put into play. The next turn if you draw a Goblin, any use of the ability will not put that Goblin from your hand into play. But you can of course put the other goblins left in your deck into play.

This deck has saved my life loads of times especially against other rush decks like those of the life mark. 

Shuts down certain unupgraded cards with no difficulty too.

One of the earliest cards I got upgraded, from then on, I made a full upgraded deck out of them along with Shriekers, and made my grinding experience easier.

Definitely a very solid rush card.
