This is a game where most creatures have less than five attack.  And by most, I mean almost all of them.  Will edit in percentage.

Edit: Whoops, meant 3 per 10. and Firebolt is more situational because you need at least 11 (10?) to get that 6 for 1

Any deck that uses Firebolt is going to make sure to have a massive store of fire quanta available.  I suppose you do have something of a point in that you need to have the quanta stockpiled in order to get the damage where Lightning you can drop on the first turn if you so choose, but since both spells are generally used as Creature Control, you'll have the time to stockpile some quanta anyway.  As for the occasion when you use it against your opponent, that'll be a late-game maneuver (final turn even) since you don't yet know if he's going to have nasty creatures you'd rather burn.

As an Aether player, this card intrigues me.  After seeing both Time-based and Entropy-based Rainbow decks, I thought it would be interesting to build an Aether-based Rainbow to see how it works.  This card would definitely make for an interesting mechanic in that deck.

People complaining about the Bow being nothing but the Gavel only for Wind aren't looking at the bigger picture:  It's a ranged weapon.  It's an all-colors answer to Wings should you choose to take it.

I used to like Damselfly before Shard of Gratitude decided to run rampant in the top 50. Damselfly is amazing at whittling down your opponent's health, and it replaces its cost, so it's pretty much a free creature. Unfortunately, this card is pretty much unplayable now with the current game environment. This card doesn't need to be buffed, though. Other cards need to be nerfed.
I have to agree with this.  An early-game 1/1 creature can easily contribute 10+ damage to the cause if it goes unpunished (10% of your victory assuming no heals).  It can be that pesky little gnat that lures out a couple of heals a turn or two earlier than your opponent really wanted to play them.  The problem with this comes-in when every color can have upto 2 Shards of Gratitude out on the first turn of the game.  Suddenly that annoying little itch is nothing at all.

He is using the firefly itself, not the ffq, so he can summon them with air.
Oh shoot, sorry.  Kinda tired, so I didn't read those right (and sometimes I forget that you can buy those as standalone cards).  x_x

Oh snap!  Now that's a combo (and I wouldn't just call it an annoyance)!  Just like Flying Weapon destroying a weapon if the player's field is full, Reverse Time on a powerful creature right after you fill his hand.  Turns a slightly annoying card into the Elements version of Dark Banishing (http://gatherer.wizards.com/Pages/Card/Details.aspx?printed=true&multiverseid=83046), an effect which Elements has yet to use in spell form (a few creatures sure, but not a spell).

I really dislike this card and dune scorpion. In my opinion, for elements, the "safe zone" was your hand. It's where you would keep things that you didn't want to put in danger. But now, with all these messing up your opponent's hand, I think that elements is just turning into the other card games... :(
If anything, people using the hand as a "safe zone" is precisely why cards like that are being implemented.  There should never be a case where any card is 100% safe from anything.

Probably change that Mark to Life so that you have a way to summon the Fireflies and thus use the Unstable Gas? o.O

Me?  I've been running the Fire Mark variant for Deflag.  It's just a shame that there isn't much else to use that excess Fire Quanta.
Agreed on the problems with steel.
As for those Fire Quanta: Following a suggestion, I've begun bringing a fire shield into the battle. Mainly a (highly situational) counter to hope/ray of light spam, but it can be useful in certain other situations, too. 
Not a bad idea.  I'd been using Fire Storm, actually.  It's only a one-shot, but frankly if you need to kill something with more than 4 health that Buckler would handle, you might be fixing to take more damage than you should.  So it's sort of a trade-off.  Of course... every time I meet RoL/Hope it's the bottom card in my deck!  >:/
