Advertising on the forums?

I got that too. Then I refreshed the forum page and it worked fine.

I did some checking: when I'm writing a post, the links in the banner instead change to working ones like "   Post   Newegg   Paper Lantern   Aeropostale   Post Office   Post IT". When viewing the forum, they don't seem to work.

EDIT: And now they're working in general. I guess whatever was wrong got fixed.

Besides the single banner at the top, I also keep getting an add which travels as I scroll at the bottom right corner. Is this intentional?

I've been getting this pop-up ad as well.

I just clicked the x and it never reappeared for me.

Got the traveling ad once, clicked the x, it hasn't come back yet. 
Also, as eaglenes said, clicking too much is  a bad thing.  The average ad has a clickthrough rate of les than 0.1%.  If we click too much more than that, especially if people are clicking and immediately closing the resilting page, we'd be doing far more harm than good.

I am constantly harassed by a "you may also like..." pop up. I click the "X" button, it goes away only to reappear every time I browse a new topic. A little bit annoying but still managable...

It appears that highlighting text in a post you're either reading or writing is one of the things that can trigger an ad.

the single banner on the top was what was said we'd get,
not the pop-up in the bottom right corner,
or the banner inside a post, after selecting.

the pop-up thing seems to only happen a few times per starting up of my pc.

The banner inside a post is extremely annoying.
When I'm concentrating on something,
I do not want a bright banner to appear out of nowhere,
drawing my attention from whatever I was reading.
