So right now, administrators can tell if an account is an alt or not by looking at the IP address? But then, can they see the last digit of the IP (what if the two IPs are in the same building)? And what about the IP addresses that are constantly changing? And what about proxies?
You can't "really" enforce this new rule. Seemingly you're not doing much of a good job at stopping Menthollove from creating multiple accounts.
First, this policy wasn't added until after Methollove and his accounts.
Second, admins and moderators don't need to actively enforce the policy. They just need to have it there as a way to act on those with known multiple accounts (ie: they confessed or they are causing trouble and the evidence against them was so great that there was little or no doubt).
IPs are not necessarily unique. But, there is doubt and there is "beyond a reasonable doubt". For a hypothetical example: 4 accounts were under the same IP (or similar IPs in the same range), within the same time window, and all posting to cause the same type of trouble on the forums. That is reason enough to tie them together.
