Specifics:
If Water quanta is generated, used, destroyed, or moved, then Water Wheel's ability will activate and 2-3 Gravity quanta will be generated for its owner.
For example:
If you play an Abyss Crawler and 4 Water quanta is used, then you will gain 2 Gravity quanta for each Water Wheel you control.
If you play a Water Tower and 1 Water quanta is generated, then you will gain 2 Gravity quanta for each Water Wheel you control.
If you activate Arctic Octopus's effect even without targeting anything and 2 Water quanta is used, then you will gain 2 Gravity quanta for each Water Wheel you control.
If a stack of Water Towers generates 5 Water quanta, then you will gain 2 Gravity quanta for each Water Wheel you control.
If Flooding is activated and 1 Water quanta is absorbed, then you will gain 2 Gravity quanta for each Water Wheel you control.
If you hit your opponent with Discord and 1 Water quanta is removed from his Water Quanta Pool, then you will gain 2 Gravity Quanta for each Water Wheel you control. If another quanta is placed into the Water quanta pool, then you will gain an additional 2 Gravity Quanta for each Water Wheel you control.

Justifications:
This card is a Gravity card because water wheels rely on the force of gravity pulling the water down to spin the wheel and create usable energy.
This card uses :water levels and not another element's levels because (aside from the thematic reason) bodies of water are known to rise and fall with tides at sea, reservoirs before dams, etc.
This card basically pays for itself because it works thematically. Why would you build a Water Wheel if it wouldn't increase your daily income?

Conversion makes me think of Rustler, except with a different mechanic and theme. I like it.

I don't think you need to raise the cost by 1 for the upgrade though - considering that this "produces" less than Rustler overall (Rustler require 1 :light -> 2 :life . This requires 1 :water + 1 card -> 2 :gravity at least), you could possibly lower the cost to 3 | 2 and make the unupped generate  :gravity :gravity as well, unless there'd some gamebreaker deck that I didn't think of.

Oh, sure, that is the art.
Well, i guess i can modify it to be immersed in water, but it will be a little strange since it's made of metal.
Or maybe i can find something in Wikimedia Commons... i'll give it a look!
